In-Home Support Services

(Service Code: 03-011)

This specialty, provides skill-building and support with activities of daily living (ADLs), health monitoring, and community tasks from the individual's primary residence. It allows your agency to provide a continuum of care once your day program hours conclude.

Independent Living Supports (ILS)

Geared specifically toward adults (18+) who live in their own apartments or homes and need periodic, drop-in check-ins rather than 24/7 care. This focus relies heavily on teaching financial management, grocery shopping, and home maintenance.

Companion Services (Agency-Directed)

A non-medical, community-inclusive service providing companionship, socialization, and general safety support for adults. Unlike Day Support, it focuses on leisure and safety rather than strict therapeutic skill-building.

Community Engagement

(Service Code: 03-021)

A naturally complementary specialty to Group Day Support. While Group Day often operates in small cohorts, Community Engagement focuses on even smaller ratios (typically 1:1 up to 1:3) with a strict emphasis on helping individuals build natural, unpaid relationships in their local neighborhood, join volunteer groups, or access civic organizations.

Community Coaching

(Service Code: 03-022)

This is a 1:1 intensive specialty designed for individuals who require continuous, individualized support to overcome specific barriers to community integration. It is highly billable and utilizes the exact same field-training logistics you have already built.

Getting Started with Guardian Hands

  • The DD Waiver

    The Developmental Disability (DD) Waiver is a Virginia state program that provides funding for services that support individuals with developmental disabilities in community-based settings. Rather than institutional care, the DD Waiver helps individuals receive residential support, supervised living services, and community integration while living in their communities.


    Eligibility for the DD Waiver is determined through an assessment process coordinated by the local Community Services Board. Once approved, individuals may access services from licensed providers like Guardian Hands based on their unique needs and goals.

  • Community Services Board (CSB)

    The Community Services Board (CSB) is the local agency responsible for evaluating eligibility for developmental disability services in Virginia. Each city or county has a CSB that serves as the single entry point for services, helping individuals and families understand their options and complete required assessments.


    The CSB also assigns a Support Coordinator once eligibility is confirmed. This coordinator ensures services comply with state regulations and helps families navigate the process of obtaining a DD Waiver and selecting providers.

  • Support Coordinator

    A Support Coordinator is a professional assigned through the CSB to help individuals and families navigate the complex service system. They act as essential advocates, assisting with the development of individualized service plans and initiating necessary referrals.


    These coordinators work closely with providers like Guardian Hands to monitor care over time. Their primary goal is to ensure all services remain person-centered, effective, and perfectly aligned with the individual’s evolving life goals and preferences.
